The float to my shop vac is shaped like a cup has an open end and a closed end. I would like to know if the float goes into the lid cage with the open end facing up or the closed end facing up

As Tom suggested. You may be jiggling or tilting the vac during use allowing the float stop to close off the inlet.
One thing I would also check is the condition of the float and cage. Remove the dry paper filter (the foam is only used for wet pickup) and see if theres any dirt or other grime not allowing the ball (float) to fall to the bottom of the cage. It's not supposed to happen when using dry pickup. Makes me think that the float ball doesn't drop low enough. (Not enough clearance. )
it will self orient to the down position, it is used to shut down vacuum when tank is full. The float rises with the water level until the discharge air sucks it to top and seal the air offs, otherwise water would enter motor and destroy machine.
generally you remove the filter and just use the foam sleeve (if it has one) it should have a float ball in a cage under the filter. this is to keep the water from going into the motor if it gets too full. That is pretty much it. You should have it plugged into a GFCI outlet when using it for wet pick up, also do not pick up flammable or hazardous liquids.
Check with a vac repair shop to see if they might have a used top. If not they should be able to order you one. You could call the customer service number located on the label of the vac located on the back or the bottom of your vac for assistance.

The cartridge will slide off an internal housing cage which contains the float. Look for a knob, thumb tab or dial at the bottom of the cartridge and rotate bay hand. Always wipe the area where the filter meets the vac body before reinstalling and drain thoroughly before storing. When full of water you should hear the pitch of the vac motor change.
the neoprene sleeve used as the filter may have come off the cage. there's a plastic ring that fits over the filter and cage and holds it in place. as far other suggestions, use an old cotton sleeve from a pajama top. tie it off one end, slip it over the cage and fasten with a large wide rubber band.
open the top of the vacuum. remove ONLY the filter element. There should be a ball about a two inch diameter inside the cage. It's purpose is to shut off the vacuum flow when water reaches a high in the canister.
