Tip the mower up on it's side with the dipstick tube on the down side and collect it in a suitable container. The gas you can do the same. When I drain old fuel, I mix it with a lot of fresh fuel and a bottle of dry gas then run it in my car.

If it's a briggs engine, sounds like you have water / debris in your carb fuel bowl. Using spray carb cleaner will only work if you remove the bowl and clean the carb jets. Also, you could have water in the gas tank as well. First, remove your air filter, then remove the 3 screws that attach your filter bracket to your carburator and mower. Take off your fuel line at the carb and drain all your gas into a clear jar. If it looks very yellow, cloudy, or see water in the bottom of the jug, change your gas. Using a half inch socket wrench, after gas line is disconnected, remove the fuel bowl and clean with carb cleaner. Also, examine the bolt you just removed. There are 2 jets in the side and one at the end. Using the carb cleaner, make sure they are clean as well. Use the carb cleaner extension tube to spray up inside the bottom center of the carb, where the bolt threads, to clean that area as well. After all this make sure ur float assembly is intact and reassemblt the bowl to the carb and reattach the the fuel line. finish bt reattaching the air filter support bracket makinf sure the gasket between the carb and the bracket isn't damaged.

Ok. First do one thing. Remove the air cleaner and start the engine. With your finger, push against the side of the governor spring to raise the rpm's some and hold it there. Is the 'hunting' still there? The tab the spring is attached to adjusts the governor speed and being located where it is, is prone to being bumped while mowing, pushed in and lowering the engine speed. If it still surges, this is what I would do... Remove the fuel tank and carb assy.. Two bolts, one behind the gas cap and one on the end of the tank. Pull it straight off the intake pipe then unhook it from the throttle link. Now, empty the tank and unscrew the carb from the tank. Clean the carb with a can of carb cleaner. Slip the screen off the pickup and make sure it's clean. Discard the pump diaphragm and gasket. Buy a new pump diaphragm kit, part #795083. Clean the top of the tank where the pickup with the screen fits into. Put it back together. Remember to put the rubber diaphragm against the tank and the gasket on top of it then the carb. Don't forget to attach the breather tube when you're putting it back on the engine. That should fix 'er up. Also, if the rubber ring and plastic retainer ring came off on the intake pipe when you pulled the carb and tank off, snap them back in the end of the carb before sliding it back on the intake. You can purchase a boot puller or take a pliers and grab exactly on top of spark plug and pull off. Some do stick on harder than others.

Is there a fuel filter?

There is a fuel filter.

To remove it
Drain tank
Remove c-clamp from fuel line and remove fuel line from tank outlet
Pull out old fuel filter from tank outlet. Replace it if it is dirty, they can't be cleaned..
To install a new filter,
Hold from the shouldered and insert it completly to the shoulder in to tank outlet.
Replace fuel line and c-clamp

MTD lawn mower won't stay running.

Did you empty the carb bowl and clean out any old fuel & contaminants? This is the most effective way to determine fuel issues. It also gives you the opportunity to remove all old fuel from the fuel lines, filter, & drain the tank bone dry. You may have already introduced water from your previous efforts so take out the plug & pull the cord a few times to dry out the cylinder. Next start the first time with starter fluid since you may still have contaminants in the primer system. In the future use only non-ethanol fuel, a marine grade stabilizer such as "Sea Foam" and replace all fuel every spring. Fuel begins to varnish and break down after 1 month unless stabilizer is used. Ethanol gas absorb water from the surrounding air in about 2 months & only gets worse.

The mower starts runs very weak , for a few minutes then completely stops...oil is good,gas tank full with new , fresh gasoline

i would try first of all replace the fuel filter and check clean or replace your air filter. Personally I think it is going to be the fuel filter that is clogging and causing this. And for little cost replace the plug and make sure it is gaped right.
