Yes normally there should be a data cable sent along with the Camera to let you connect the Camera to be charged from PC or to transfer Pictures from Camera to PC.
If you havent received it, You should be contacting the Vendor you puchased it from and inform them the cable is missing.
It is called as Data Cable.

the reason it turns off is because it's going into "PC connection" mode this is normal. the reason it doesnt recognize it is because your most likely missing the camera drivers. it should have came with a CD with the drivers on it.
Here is a link to the driver page for your camera.
Kodak easyshare M883 drivers and firmware update
you could also update the firmware if you havent already done so. the new firmware update fix's some stuff with the LCD screen while charging thru the USB cable this might also help you if the missing driver isnt the problem!
Good luck i hope i helped!
if youve got a software for your camera, try to install it to your computer. after installation connect the cable to your camera which is included in the box. then connect the cable to your pc . wait for the pc to recognize the camera, copy the photos to your pc. second option is, if you have a memory card in your camera, remove it and insert it to your pc memory card reader. if you havent got one, buy a memory card reader so you can transfer the photos to your pc. hope this help.
Fist of all I like to inform in computer S-Video output of the camera usually does not fit to computer. Only if the computer has S-Video Input card it will be possible. However logic is simple. Digital Camera or Camcorders uses 1394 or USB connection to connect to the computer. You havent indicate what model of JVC you use, almost all JVC Digital Cameras come with USB connection option. All you need to put USB cable in between. If it asks driver, use the CD comes with the Camera or download from JVC's support website. http://support.jvc.com/
