There could be several things going on with the steering gear. First check and make sure there is no debris or rocks caught in the gear. Then check the up and down motion of the steering wheel, it could need some shims under the shaft due to wear. Also check and make sure the bolt on the cross member is tight as well as the steering gear half moon. You should be able to remove the bolt from the center with a 1/2" socket an slide it off the axle. You do not want to do any heavy hammering on the wheel because you could possibly drive the axle out of the transmission. MTD mowers are notorious for being hard to get the rear wheels off. If you do get them off or ever buy a new one, remove the rear wheels and coat the axles with anti-seize compound. Good luck

I had this same problem with a twin cylinder B & S engine and was able to get just the gear drive replaced without replacing the whole starter. Hope this helps you

Sounds like the tie rod has came loose or broke, look for a rod that connects the working wheel to the steering and then compare it to the non working side and you will be able to see what is missing
