I am locked out of my ipad.and i do not remember password.

if you remember the password then slide to unlock or else if u dont remember it you have to put it in to dfu mode and then restore it with itunes. make sure you have backed up your ipad.

My ipad is locked how can i fix it

You have setup an iTunes account with Apple. When you connect the iPad to iTunes, (WiFi or via computer) they ask you the password for your iTunes account. If you forgot that one, Apple can send you an reset code to the mail address connected to the Apple account. (Not the iCloud mail)
If nothing works, goto the closest Apple store and take your invoice with you and an ID card, to prove you are the legal owner, perhaps they can help you.

Can't reset the iPad without the pass code

this is apple's lock, i will not want someone to open up my iPad if it is stolen, if not contact apple directly they will assist you after some checks, remember that the code can be reset if you know the apple id and password for that iPad.
