SOURCE: battery fails to charge completely
It sounds to me as if your battery is faulty. No way should it take 17 hours to charge. The battery is abviously not absorbing the charge and this could be because one or more cells are defunct. You can just wait until it fails completely or look at getting a replacement before this happens.

sounds like hard disk faliure, suggest getting a new hard disk or perhaps attempt a system reinstall. Its not the fan but the hard disk.

You can damage the battery but it is very rare to actually do that. What you need to do is plug it in to the wall charger and leave it alone over night. At that point it should be just fine. it will actually start to show some signs of life after a few hours but don't be tempted to do anything wih it. it will first show a charge light or something after maybe 40 minutes if it is a faster charger.
If it shows no life the next day then you can try charging again but at this point you may hae a problem that requires either a battery replacement or warrenty. The battery has a microcontroller on it and when the battey gets real low they do not behave that well and typically you get the stone dead brick behaviour. And most people do not let it charge long enough to get it working. It is possible that there are other problems but those are usually moore serious and require replacement of the unit. The battery can be replaced but requires the etire case to be disassembled.
So charge it then check your warrenty and it may need serious repairs or to be replaced. If it is out of warrenty then you need to be careful on the cost verses replaceemn

There are many things you might be doing wrong but slow battery charge is a problem with the new iPad. The battery is actually a lot bigger than the iPad 2 which means it is going to take you much longer to charge.
Use the provided charger and don't charge from your computer. It is almost twice as slow to do it plugged into a computer. Charge it at night to give it the most time to charge as possible. I usually turn it off so programs don't run and slow down the charging speed. Every little bit helps.

Try reseting the iPad by holding the home and power buttons simultaneously until the iPad completely shuts down and the Apple logo appears.
Once the Apple logo appears you can release the buttons. If this does not work, you may need to connect your iPad to your computer and do a factory restore using iTunes.
