No. The i cloud account belongs to that owner forever. You should do a factory reset and create your own cloud account. Cloud accounts are where personal data is stored.

Sometimes people rename apple id and old one still shows up in icloud settings of the phone.
1. 98 % of those resolved by using correct current password for new account to sign out.
2. 1% of the rest resolved by having to reset password during sign out process directly on the phone using security questions (needs to be done during sign out when old password is not accepted).
3. The rest have to go to icloud.com and remove phone from icloud first. Then check at icloud.com/activationlock if device is unlocked and then restore the phone in recovery mode. In order to remove it device has to be offline.
Notice all that only works if account does not exist anymore, cause it was renamed.
The only way to remove the Icloud lock is to contact the previous owner and have them provide their Icloud information ( user name and password). Once you have that information you can disable Icloud and remove their account from the phone and then perform a factory reset. This will take the phone back to a new from the factory condition.
