You do not plug Chromecast into your laptop HDMI port, it is a video source, so you need to plug it into an HDMI port on your TV. Your TV is an HDMI target, the view side.

If you can run Chrome browser on your laptop, you can cast from your laptop to your Chromecast device and watch that frame on your TV.

Chromecast is connected to the TV and not to your computer. Your TV should have free HDMI port to connect the Chromecast.
You should WiFi configured and both chromecast and you computer ( you can use wired connection for PC) should be connected to the same network (router).

It won't damage the TV. Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. Sounds like it got stuck doing an update. Cycle the power on the chromecast. Unplug the chromecast and re plug it in.

Hi, this could be a power issue, are you using a USB port on the TV to power the Chromecast?

Some older USB ports might not have enough power capacity in which case you should use the small power adaptor that came with your Chromecast and power it from a wall socket.
