I cleaned coils last week for same problem. cleaned and checked evap fan and is good and working. It cooled down to 38 and ran there for a week, but is not cooling again. I ohmed the defrost timer and is good, the temp control shows 0 resist on full cold with no continuity in off position.I don't know if I should have variance in the resistance as I turn the temp control knob. It's either no cotinuity in the Off postion or it's Zero resistance the moment you move control knob.

The thermostat should be a close circuit when requesting cold temps. or when asking the compressor to come on. The exterior surface on some freezers warm when asking for cold inside. Yours has a condenser coil on the back and that should warm when cooling. If compressor is runningit should be wrm if no freon has leaked from freezer somewhere.
The defrost timer should rotate clockwise during the day and give approx. 3 defrost daily or about every 8 hours. Until the thermostat is resolved and asks for a closed circuit the compressor will not come on. Unplug freezer from outlet,remove thermostat wires, then turn the thermostat to its coldest setting and check again. If no closed circuit the thermostat will need replaced first. There are 3 parts to the defrost system,Which did he replace? You should ask and don't name the parts for him,Let him tell you what he replaced.Here are the 3 parts to listen for.
Improper installation,a faulty part,or a short could cause it to fail in that short time.

Be sure you have the defrost timer set for 4 defrost cycles and no less than 30 minutes each time.
Make sure doors close and seal tight.
Verify that the defrost heaters work.
Sit and time a defrost cycle. It could be terminating early, prior to the coil being completely cleared.
If it is frost on the coil, could be an air leak or high humidity.
If it is icing, it is a defrost problem.

It could be the thermostat. When you catch it in a cycle where it's warming up, gently tap the dial with the handle of a screw driver. If it starts chances are it's bad. If you know electricty you can jump the two terminals on the thermostat to do this test.

It is probably the control board and since it's new it's still under warranty so a certified Frigidaire repair man will fix it without charge. There should be a telephone number with the paperwork you received when you bought it.
