Ok first of all, the convergence board you are looking for is no longer available from Samsung, probably because of the large failure these boards are having. The only thing to do though would be to replace the convergence amp IC's on the convergence amp board. this will involve locating the convergence amp board, going to http://www.samsungparts.com, entering your model number, without the /xaa prefix. Locating the list of parts for this TV set, and getting the right convergence amp IC's for this TV set. The numbers for the convergence amps are STK-392-040. You will also need to get the service manual for this TV set to perform touchup convergence, as well as to realighn the magic focus into the memory of this TV set. If you have the ability to solder and unsolder, you should have no problem replacing thes convergence amp IC's. But i will have to say this, about 45% of these TV sets do still have a problem after the convergence IC's are replaced. this is usually due to the burnt ground return resustors on the convergence board, so be perpared to know how to read a scematic diagram in the service manual and to trouble shoot the board. There is no simple repair to this problem I'm afraid, with this Samsung TV set. But , if at any time, you feel lost in the repair of this set, do not continue, and call out a pro to assist you in the repair of this TV set. Good Luck with the repair of this TV set.
This is a convergence problem and can easily be fixed either by resoldering the pins on the convergence ICs or by replaceing them if they prove to be defective. Can you solder? Do you feel confident in replacing these parts?

A Ballast is a circuit that provides voltage to Lamp. Ballasts are only used with TV's with a Lamp. According to your model number this unit does not use a lamp. That model number uses 3 rear-projected CRTs. The most common units with a ballast would be a DLP HDTV.
The Model number you specified HCN4226W is a unit made in 2003. However you stated in your subject line that this was a Samsung unit from 2006. Please verify your model number.
Hi, Yes! the convergance board can stop the unit from coming On. No need to change the board, just change the ICs. This is what it looks like, you will have to remove the board from the unit take note of the wires before removing them, -
