I too have had this issue, During a session of laptop repairs, two people brought two differnt laptops, HP DV6000 and an Compaq F700, the machines are identical aside from one bing a dual core amd x64 and one being a dual core intel x86, they take the same drivers and both have vista home premium, I was fortunate to have 1 machine working, so i was able to make recovery cd's,
What you can do for a last resort,
get a bittorrent program, such as utorrent (www.utorrent.com) then just search for an OEM VISTA torrent @ google, download one of those, it may take a while depending on how many people have it... when asked for a serial/key, use the one on the sticker/coa label on the machine, and poof, you have your os back.... the chances of getting a cd image for compaq/hp restoration is little to none, so you'll want a working machine to make the cd, and download any drivers, hp has good technical support and i think has every driver they have ever used on there website.. good luck, Hope I was at least a little help

IF THE SYSTEM DIDN'T ORIGINALLY COME WITH RECOVERY CD'S YOU WERE TO MAKE THEM WHEN YOU FIRST ACTIVATED THE SYSTEM ... YOU CAN GO TO HP'S SITE AND GET THE RECOVERY CD'S FOR A SMALL PRICE .....YOU COULD ALSO BYPASS THIS IF YOU HAVE AN OPERATING SYSTEM DISK AND JUST RE-INSTALL THAT WITH AT LEAST SERVICE PACK 2 FOR XP , MICROSOFT WILL FIND MOST DRIVERS FOR YOU AND WHATERVER IT DOESN'T YOU CAN DO YOURSELF WITH THE HELP OF ANOTHER COMPUTER OR IF YOUR LUCKY ENOUGH THAT IT FINDS YOUR ETHERNET DRIVER USE THAT ONE AND AGAIN GO TO HP'S SITE AND GRAB WHATEVER DRIVERS ARE MISSING FROM THEIR SITE FOR FREE.
Compaq/HP: When you first turn on the laptop and see the Compaq/HP logo screen, press the F11 key (you need to do this before the Compaq/HP logo disappears).
