I replaced the control panel about 9 months ago.
If you have 240 VAC to the dryer, the control likely has a faulty relay for the heater. Provided all the thermal fuses (especially the one on the side of the element can) are good and the voltage supply is good, the control will likely need to be replaced and is available below.

The thermal fuse is easy to test. Just check continuity using a multimeter or ohmmeter. A lack of continuity means a blown thermal fuse.
The coils are difficult to test. You can use a multimeter or ohmmeter and check for continuity, but the problem is that a coil may be sticking open only after heating up, so you can see the difficulty this would present. If a coil is suspected of being faulty, it is best to replace both (all) at the same time. These coils are what permit the gas valves to open and they can cause a no light or a cycling condition. Did you check the igniter? You never mentioned anything about checking, or replacing the igniter. The most common cause of a no heat problem on a GAS dryer is worn or blown igniter. These appliances are equipped with a burner assembly with electronic igniters. The following link explains a little theory about how these igniters work:

I know the link is for a gas range, but the burner assembly functions are nearly identical, as well as, the type igniters used.
If you are having ignition problems it is probably a simple matter of a weak or bad igniter. The burner assembly will ignite automatically as long as the gas valve, igniter coils and igniter are all functioning properly. It can take up to 90 seconds for the burner to ignite. As the igniter ages, you may experience longer ignition times.

are you getting power down to the heater?why did you change all those other parts?you need to unplug the dryer,with a meter read out all the parts you changed out again but first make sure you have 240 volts coming to the machine,you can check it at the cord in the back,touch the white to the red,you should have 110 volts or 120,then go from the white to the black and you should have the same thing,if not the problem is in the house,if it's correct make sure you have power coming down to the heater,you could have a bad timer or a burnt wire,when you check the other parts unplug the dryer and whatever part you check at least one wire has to be removed,do this and you'll find your problem,if you did this first you wouldn't of bought all those parts.let me know what you find
