My Toshiba tv model 32LV67U hdmi connectors are not responding. Other than that the tv works great. Can this be fixed? If so, how and how much will it cost to do so?

The power source of the tv has been fried by the power surge and it must be replaced, the damage is surely to great to fix it. Pray to all your gods that the damage is limited only to the power source, otherwise the tv is truly dead.
Call a tv repairman, there's nothing more you can do.
And next time when you have a storm unplug everything with electronics in the house, from every wire.

A board or P board has blown inside the unit. A technician can orderand fit one and they cost up to £100- sorry.

I'm not sure about your tv model as question post shows it is Toshiba 52HM84 that has one HDMI input at rear and you said 3 HDMI inputs in your tv.
Please unplug tv from wall socket for minute or so to get it reset, replug back in, turn it On and check its HDMI inputs appear or not.
Also check for Reset option in Menu for factory default settings that can also help you to get back disappeared HDMI inputs.
If all that does not solve the issue then it seems hardware problem with HDMI circuit board and tv repairman is needed for visual check to get it fix.

you dont need svideo cable...you need a hi def(hdmi)cAble...that is your best choice

if you are using cable try disconnecting the input wire to the TV set from the cable box. it could be a ground loop issue.
