Essence, The problem you are describing is called convergence mis-alignment.The repair is mechanical and requires soldering. If you are prepared, I can take step-by-step.......
1) Remove rear cover and front speaker grill cover for access 2) Locate large, finned heatsinks that have STK IC's on them. 3) Replace Ic's 4) reassemble 5) check alignment
For more detail, please look it over and tell me STK # by tomorrow if you have time...........T.

your tv needs to be degaused or demagnetised.it cant be a bad picture tube unless it was dropped.
you can call a local shop to degause it in your home.rather easy and inexpensive to fix.
I hate to be the bearer of bad news, but it is not something that has a quick fix. Without inspecting it myself it is impossible to say, but the last three of these that I have seen have been bad digital boards and can be a real bear to change, even when you have experience.
I would get slightly different video symptoms when I would switch between the coaxial input to the component input to the HDMI input. But in all cases my on screen display and menu were anomally free. Hope this was helpful, even though I don't think it is something you should attack yourself.
you can get it your tv fix the problem is in the IF amp and video circuit.a convergence will also be neeeded.the tv is old but can give you some more life call a tech they will be your tv doc.
Your whole problem my freind is dryed up capacitors. You should go, if you have the technical ability to replace these capacitors, to http://servicemanuals.net, download the schematic diagram, and start replacing the waveshaper capacitors in the vertical drive circuit.
