It could perhaps be the lid switch. My washer would wash the clothes but would not go to the rinse cycle or the spin cycle. try pressing something longer into the slot and see if the switch is working. If not you will have to replace the switch or do what I did and cut the switch out completely and marry the two wires together. This is not recommended if you have children present as the spin cycle will only stop when you push the controls to your washer back down but it will solve the problem without having to spend any money!!
PS Unplug before you tamper with the wires
There is a belt. It can be under the tub, but would be reachable. Get of common drawing of washing machines at: http://www.repairclinic.com and check the list of problems on there web site.
