The windows files are corrupted or the hard drive has issues, load cd installation disc if available, if that fails have the hardware checked for possible replacement.
That blinking cursor is the way in which the BIOS is telling you that Windows is missing - its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd or your own Windows install disk.
Press F7 while windows statrs and boot the system wih safe mode check whether you are getting blue screen.if you are not getting blue screen, Then the problem was due to improper driver installed for any device. Uninstall the same in safe mode.
