I haven't had much luck with finding a manual for this machine to tell you precisely where a SIM card would go, but on the specifications toward the bottom of this page: iRulu 7 WCDMA 3G Black Tablet PC Dual Core Cam 4GB Android 4 2 Bluetooth...
it quite clearly shows it as a dual SIM machine. This may mean that you have the SIM in the wrong slot, or yoou may need 2 to make it operate. Not having found a manual I' m afraid I can't be more specific.

1, Make sure that the device is turned off. Pull the card tray from the left edge of the device.
2, Take the tray out and insert the SIM card into the slot. Check if the card is inserted properly.
3, Press the tray until it snaps into place.
Hi, first check whether the card is inserted correctly, if that is right, secondly check if the card reader pins are in place, thrid try a different sim card, fouth, ask the previous owner to insert his her sim card and see what happens.
If all else fails, please seek a phone specialist as ypou mentioned above, its a 2nd hand phone.
To insert Sim Card in a Panasonic CF-H2, you need to open battery compartment 1 and remove battery, you will see where the Sim Card inserts, place the sim card gold side up in the depression. Slide sim card down the depression toward the sim slot, slide down till it clicks in place. Re-insert battery 1. Sim card inserted.
