My 46'' westinghouse flat screen tv tilts forward

how many hours do you have on the tv

could be delamination of the screen. Is this still visible when the set is off?(sometimes you have to look hard for this)
Also check all cabling to the panel. most likely problem is panel or cabling. If panel, replace TV as Panel is not cost effective.

There are many capacitors in the TV and which one are you trying to locate?

You have 1 or more shorted lamps in your panel. The only fix is to replace the panel. Would be more cost effective to replace the TV.
