That is the inlet water solenoid you hear click. The water maybe frozen somewhere in the hose. You can check for water getting through the solenoid valve by pulling the hose off going to the freezer and have someone push the dispense button while you hold a towel to catch the water coming out of the solenoid. If that works, then the hose is frozen or clogged.

Chances are is a bad water valve. The water valve is on the back of the fridge at the bottom. You will see the water line going into it.

Make sure your manual doesn't say something about inline filters, or a float that might be sticking in off position. Depending on how ice is made sometimes they have a float to where water rises so hight then gets shut off to freeze and form the ice.

Water dispenser works fine eliminates some potential probems, so disconnect the water line at the outlet of the water valve leading to the icemaker. Blow into the tube (with the freezer door open so the air has an escape route.) If you can't blow through the tube, check where the tube passes into the freezer section for an ice blockage. This would result from a water valve not shutting off 100 %, allowing a little water to dribble in and freeze the inlet shut. If you can blow through the tube, most likely the electric solenoid coil on the water valve supplying the ice maker water is bad. In either case, replace the valve. this is not a solution, but an explanation- our repair man said that there is a line (tube) containing electric wires that passes from the frig to the door at the bottom of the door, near the hinge. for what ever reason, the line has broken, thus keeping the electric from getting to the motor that dispense ice and water- solution= $700 for a new door; we'll do without
