Hi there.
Get a strong flashlight and a magnifying glass (if you have one). On the motherboard look for the front panel, it should be
marked PWR and coloured green, also the plug that connects to it should
be marked PWR_SW. On some boards there are no colours but the markings are the same, so take a good close look.

Most Dell's have a connector that all of the front panel wires go in to. That connector should only fit one place on your motherboard. If you use a flashlight you may be able to see some writing on the motherboard that will lead you to where it goes.

That Xonar is an amazing card, as an aside are you able to do bitstream successfully to your receiver? Dolby HD and DTS HD successfully? If so I may just end up getting one of these cards :).
You should be able to do what you are looking for by just almost "breaking" that 10 pin straight line connector in half. I believe half of it is the AC97 and the other half is the HD connection, you can't really hurt anything by trying it one way or the other. Just try hooking 5 out of the 10 pins onto each row of jacks and test. You should also need to enable the FP headphone support in the Xonar software, it will look something like this screenshot here... as long as it is detecting the front panel jack correctly:

you should replace the motherboard or the power supply of your computer. to determine which one to replace is a simple test. disconnect all that is connected to the motherboard and if the problem is still there, then the problem is the motherboard.
