Hi,
check if the drive is showing in the bios of the server,
shut down the server, take out the power cable, press and hold the power button so as to realease flea power, open the server, and reseat the data cable at both ends and if there is another power cable available in the server swap it with the existing cable plugged into the scsi drive.
and now try to start your server.

Power supply, system board, or keyboard problem

A high pitch noise comes normally from blown capacitors from the motherboard or the power supply. But mostly high pitch noise comes from power supplies.
You could have to open up the power supply to see them.
Verify if it is the case and replace the faulty part.

dells power supplies must come from dell. I would call dell and give then the service tag number of your server and they will be able to tell you about how much a power supply is.
