Is it possible to have plumber come inspect? Warranty from purchase place? Since you don't sound you put it in I'm guessing a plumber did? It would've been new to him for the most part and he may have hooked something up wrong? You CAN DIY but realize that we're talking electric AND plumbing here. I'm thinking since it heats up the electric is fine. But check your man's work to see if it's got the 30-45A fuse on a dedicated circuit.
Steps
1.While out ay elect. box turn OFF by removing fuse or switching to OFF. Test unit that it only runs cold water.
2. Find shut off for water. Sometimes you have to shut off whole house! Hopefully somebody added a shutoff. Look on backside of shower for a 1'x1' hatch covering with a cold and hot valve. Turn water off. Test unit to see if it runs.
3. Now use the manual below and get in there and see if its hooked up right. Go slow and take your time. Retrace the install instructions.

DON'T do it if you're not aware of the electrocution issue. Water all over your bathroom (loo?) is one thing, a 230v shock is another!
