Frigidare top loading washing machine, 1995 model # GLMS174SAS4

I believe the softener is dispensed through centrifugal force when the machine is in the high speed spin after draining and before filling for the rinse cycle. I had the same issue on another machine. Use very hot water and a washcloth to clean out the softener cup. When adding softener at the beginning of the load, only add the recommended amount and then fill the remainder of the cup with water.

I get a whistling noise i think is coming from throttle body

Your whistling is quite possibly a vacuumn hose leak on the passenger's side, top of the engine. Look closely at the hose connections coming from the PCV. Small holes can develop in these vacuum line connections, and you will experience a rough idle, as well as the "whistling" noises.

I have a Rheem 40 gal. tank that is leaking water front the top where the vent stack is. It is pouring out. Can it be repaired?

A leaking water heater cannot be repaired, assuming it's the tank leaking and not nearby water pipe.
http://waterheatertimer.org/Water-heater-leaking.html

First thing is to protect your property from catastrophic tank failure where tank ruptures and water runs until it is shut off:
Tanks are under pressure when they are hot.
Close cold water shut-off located above tank.
Turn control knob to 'pilot' so pilot is lit but burner will not turn on.
Open hot side on tub for few moments to relieve tank pressure.

Now your property is safe.
You need a new water heater.
In mean time, gas water heater makes 41 gallons hot water per hour.
Shower used 5-9 gallons hot water.
Bath uses 10-15 gallons hot water.
You can turn on water heater for short stretches and limp by until you get a new heater.

Steps for installing gas water heater:

Maytag side by side fridge freezer leaking water

Your drain plug within the evap area of the freezer is frozen, turn frig off, let sit for day or two with doors open. Once all ice has melted then take rear freezer evap cover off and pour water into try and make sure it drains, if not then unplug drain. This is usually caused by a defrost heater bad or unit not going into defrost when it's supposed to, may be main board.

Water leak on fwd and back passenger side after every rain storm

pull your carpet up near the leak area and look for muddy body seams. it is possible one of the factory body seams are leaking- possibly in the cowl(under wipers) area, especially if it leaks when the car is sitting. there will be dirt/mud around the seams that are leaking. also you can check door seals by running the car on HIGH DEFROST with all doors and windows closed. spray around with a 50/50 soapy water solution. obviously bubbles will form around your leak.

Kenmore Front Loading machine, does not drain the fabric softener

We had the exact same situation with the fabric softener not draining and here is how we fixed it. Turn the water off first, then remove the water lines that bring water into your washer. (They are near the top.) There is a screen in the end of the line, do not remove it, but take an old toothbrush and brush the gunk out and clean it as best you can. Do both the hot & cold sides. The screens keep any debris out of the washer, so after a while it collects and slows down the water intake time (has your washer been slow to fill also?) Screw back the lines, making sure to put the hot and cold back as they were originally, then test that they do not leak. Put your washer back in place and viola - problem solved! I hope this works for you, and good luck!
