For anyone else who has this problem(i.e. the pad is wrinkled but other than that fine), I have a Corby trouser press which had wrinkles in the pad so it was pressing those wrinkles into the trousers every time. After considering replacing the pad, finally I though of a simple solution that worked:
Take an iron and carefully iron the creases out. Start at a low temperature and gradually increase it until you have the desired effect. You might need to pop the board out of the metal arms to get a better reach. This can be done fairly easily.

Conair Lysol hand held steame

It could be broken but it could also be jammed or clogged by some dirt or water. My first answer would be to get a new one. but if you dont want to throw it away you should take it to a recyling store.i know that is getting rid of it but it is not exactly because you still remember it.
