I have an HP PSC 1610 All-in-One which I bought in 2006 had a paper jam printing mailing labels. It turns out that a mailing label had gotten stuck on the back rollers of the printer. When I eventually opened up the back panel of the printer, I saw it there and pulled it off in one piece. The back rollers moved freely and had no debris or sticky residue. After two hours chatting with HP support, the printer was still not feeding correctly -- the primary problem was that it would feed a page cleanly but only half way (so half the paper was sticking out the front of the printer). We tried re-setting, disconnecting, etc. Finally, I fessed up that in the early stages of trying to clear the printer jam myself, I pulled a few pages from the front of the printer. At that point, the HP tech said I had damaged the pick-up sensor rollers in the front of the printer and there was no repair possible -- the most economical fix was to buy a new printer. Could that really be the case?

. Switch off the
printer and disconnect the power supply. Allow any residual charge
inside the all-in-one printer to dissipate before putting your hands or
any metal tools inside the chassis.
2. Pin down the exact
location of the jam. The 3 hot spots for a jam are before a sheet
completely leaves the paper tray, anywhere between the feed tray and
print carriage or between the print carriage and output tray.
3. Take off the front
paper tray if the sheet jammed while still in the front area of the
printer. If here, you should be able to see most of the paper.
4. Pull the sheet with
both hands and steady pressure. Do not tug as you might rip the paper,
leaving a piece deeper inside the machine.
5. Open the back panel to reach paper jammed between the feed-tray area and print carriage. Carefully remove the jammed paper.
6. Use the carriage
access door to get at a jam further inside the printer. You may need to
remove the print carriage to get to the jam.
7. Replace all parts and
return any access panels to their closed and locked positions. Plug
your printer back in and flip the power switch.

The small gear located in the paper feed assambly is break or fail, need replacement parts to repair it.

Please onsult this HP support article and follow the steps outlined there to clean the rollers, etc. Frequently this roller cleaning and possibly a reset is all that's required to clear the jam error. (If you have access to compressed air, you can gently blow air throught the printer to clear out paper dust and debris from inside.
Also be sure to follow the instructions in the manual or here to load the paper correctly, fan sheets before loading, and if the problem continues, try flipping the stack of loaded paper upside down and reloading, or try another kind of paper..

Check the gear on the left side of your printer where the disk encoder strip is attach,the gear is not holding the metal shaft your need to replace that gear. The problem is in the inner hole where the shafting is attached.
Inspect the pressure rollers on the rear access door and verify that they are clean and turn freely. Clean the rollers if needed with a soft towel lightly moistened with water. If the rollers do not turn freely, replace the rear access door.
