You need to make sure the computer has it installed and visible in your device manager. To get here, click start hover the pointer over
My Computer and right click and choose "manage " from the
menu. Then a window will appear, in the left pane choose device
manager. Find your webcam under its type (imaging devices) and it will be named by Brand and Model so make sure you know that. if it is there and installed. use windows live messenger, it is very self explanitory
Device manager is used to view all installed devices. Any problems with hardware in this tree will be expanded and the hardware icon will have a red or yellow icon requesting your attention. Right click the device and choose properties to get a brief description of the problem and "error code" post this code in the question if you have this problem.

no, usually you should have a disc with the web cam for set up and you would be able to play with it while your not even online
