I would recommend calling RCA support at (800) 252- 6123 so they can suggest some troubleshooting steps you can take. If it is still under warranty and you're unable to get it working then you can send it back and get a replacement
Turn it off , wait some time tnen tor it on. If still there, leave it on till it discharges, charge it the turn it on again. If still so, take it for service on warranty
That is a pretty inexpensive tablet. The screen is broken and the machine isn't worth repairing. The screen will cost far more than a new comparable tablet, sorry for the bad news.
Amazon will give you a replacement under warranty. If it is expired, You can get the screen at Kindle Repair and there is a guide
