if you can, hit start, if it is xp hit "run", type "shutdown -a" without the quotes, then hit enter. you will have to do this fast before the 10 seconds. if it is vista just hit start, then type "shutdown -a" and hit enter. if you are quick enough, the shutdown will abort. now, go to the startup folder in start>all programs>startup and delete anything there if you don't know what it is. this might stop it from happening again. someone might have put a shutdown command in the folder as a joke. it could also be a virus. so if this fixed it, download spybot search and destroy and run a scanmobile crusher http://www.lzcrusher.com

System unable to shutdown or take a long time to shutdown may be due to windows services not responding properly when the termination command is executed by the Operating System..

System restore usually doesn't help in this kind of situation so uninstall any program that you don't need.and Remove all the programs that loads when the system startup.

You can uninstalled program in the Control panel using Add/Remove Program tools which is very simple.

To remove startup Program,
Click "Start" Buton,
Select "Run"
Type "msconfig"
Click "startup" tab 
untick all the programs and reboot the system.

Hold the power button down for about five or six seconds, it will shut down then. If it keeps doing this, you need to look at what is running in the background that is preventing you from shutting down via the menu.

type in msconfig
take a look at what is scheduled to load at startup and then try to decide if you really need to have that application on all of the time. BE CAREFUL. If you don't recognize an entry, leave it alone until you can learn what it is.

ok get Windows XP mananger or TuneUP utilities and adjust the speed of your shut down, if you have a bluetooth adapter try shuting it's radio off at shutdown time.

Go to Start > Run and type services.msc. Locate the nVidia Driver Helper item and right click it. Select Properties. Set the startup value of the service to “Manual” or “Disabled”.
Your computer should shut down normally now.

• Don't have XP clear your paging file at shutdown. For security reasons, you can have XP clear your paging file (pagefile.sys) of its contents whenever you shut down. Your paging file is used to store temporary files and data, but when your system shuts down, information stays in the file. Some people prefer to have the paging file cleared at shutdown because sensitive information such as unencrypted passwords sometimes ends up in the file. However, clearing the paging file can slow shutdown times significantly, so if extreme security isn't a high priority, you might not want to clear it. To shut down XP without clearing your paging file, run the Registry Editor (click Start > Run, then type regedit in the Run box) and go to:

Right-click on My Computer, open Properties, click the Advanced tab. Under “Startup & Recovery,” click Settings. Under “System Failure,” Uncheck the box in front of “Automatically restart.”

To change the setting, click Start --> Run--> type GPEDIT.MSC, click OK.

Drill down to Computer Configuration | Windows Settings | Security Settings | Local Policies | Security Options.

In the right pane, find “Shutdown: Clear Virtual Memory Pagefile.”

NOTE: Since someone actually has to have set this policy, the problem will be pretty rare, but is worth mentioning. However, Forum participant “roadrunner” reported that the personal security app Privacy Eraser automatically enables “Clear virtual memory pagefile,” and, therefore, may be the cause of a slow shutdown.

When Windows XP won’t powerdown automatically, the APM/NT Legacy Power Node may not be enabled. To enable this, right-click on the My Computer icon, click Properties | Hardware | Device Manager | View. Check the box labeled “Show Hidden Devices.” If it’s available on your computer, there will be a red X on the APM/NT Legacy Node. Try enabling it and see if this resolves the powerdown problem (Tip from Terri Stratton). Or, to check the other side of the APM/ACPI coin, open the Power Options applet in Control Panel. If there is an APM tab, make sure the “Enable Advanced Power Management Support” box is checked.

For a shortcut to RESTART Windows XP:
SHUTDOWN -r -t 01

For a shortcut to SHUT DOWN Windows XP:
SHUTDOWN -s -t 01

Double-click USB Root Hub. Click Power Management. Uncheck the box “Allow the computer to turn off this device to save power.” OK your way out

Click on the Start button.
Select Run from the menu.
In the run dialog box type “msconfig”.
Click OK.
Once in the msconfig utility select the startup tab. In the startup tab you will see several programs listed with a checkbox beside it. If there is a check mark beside the application listed, the application will startup when your computer starts up.

HOPE SO YOUR PROBLEM SOLVES BY THIS SOLUTION

Definitely a software problem, somewhere along the installation process, the data on the CD is being read wrong. Try a different installation disk, and see if this fixes the problem. If not, then it could be that there is either a problem with the CD drive, or the IDE controller for the Hard Drive.
