Sounds like you are in a "Boot Loop". Let's try to break the Boot Loop. Plug the device into the charger, then press and hold the power button for 60 seconds - make sure the device is OFF after the 60 seconds. Let change overnight. Next Day, unplug the device from the charger, then press and hold the power button for 30 seconds, wait 30 seconds, press and release the power button normally, the device should be out of the Bootloop.
Before you open up your computer, try downloading the touchscreen drivers from Fujitsu's website and re-installing them. Sometimes they just get flaky.
