You would have to know a little about electrical repairs, if you don't then I suggest finding someone who does because the repair can present electrical dangers.
Some might say to splice the cable around the cut, but I'm not one of them. If the power wire comes from the inside of the TV then you can usually open up the back of the TV and replace the wire with a little soldering. Make sure the wire you use is properly rated for a standard house appliances. (lamp/etc.) If the wire instead simply plugs into the back of the TV then you may just have to contact the manufacturer (or electronics store) to get a replacement wire.
