The 3 blinks (an error code) and the hum (most likely from the flyback) indicate that the flyback transformer is bad and needs to be replaced as the simple way of putting it (fairly common problem with projection tvs). If you plan on doing it yourself, then you should have some electrical expertise since working in a projection tv like this can be very dangerous otherwise I would go through the local shop.
