Cannot be done. iTunes is needed to restore the device. Put it in dfu mode and connect to iTunes. It should be a simple process. I believe if you take it to best buy they can help.
Try connecting it to iTunes, turning off the ipad, then hold both the lock and the home button for 10 seconds, then relese the lock button while continuing to hold the home button until iTunes recognizes the iPad. Then you should be able to reset it without problem.
