Monitor display says OSD Lockout /no signal input how to fix this?

This document pertains to LCD monitors .
One of the following messages appears on the screen (over the items being displayed).
OSD Lockout
OSD Lock-out
... or similar message.
This message occurs when the Menu button on the front panel is pressed for more than 10 seconds. OSD lockout prevents the OSD menu from opening on the screen when a button is accidentally pressed.
NOTE: The button may be different and the procedure might vary on some monitors. Please check your monitor User Guide to find the exact procedure if this procedure does not work.
To remove the OSD Lockout message, release the Menu button (if something was pressing against it), and press and hold the Menu button again for about 10 seconds - until the message goes away. If the OSD Lockout message does not go away, the button may be stuck or the hardware behind the button might have become defective.

HPL1506 The input signal from pc display foe few seconds and goes off error recommended setting - 1024 x 768 - 60Hz

It can be that your PC video resolution is set higher than 1024 x 768 @60Hz for the monitor to display correctly.

Try this per HP:
HP Business Monitors - What Do I Need to Do When the Message Sync out of Range Displays on the Monitor? ISSUE: What do I need to do when the message Sync out of Range displays on the monitor? When the video card signal exceeds the frequency allowed for the monitor, the following error message may occur: Sync out of Range SOLUTION: To avoid the message, lower the resolution or vertical frequency of the video card. Reboot the system and use the VGA mode to force the video card driver to lower its resolution. Follow these steps.
  1. Shut down and restart the system. For consumer systems such as HP Pavilion desktop PCs, push the Power button once. For commercial systems such as HP business desktop PCs, hold down the Power button for five seconds.
  2. Immediately after seeing the HP/Compaq logo screen, press F8 at system startup to initiate the bootup menu.
  3. Scroll down to highlight Enable VGA Mode , and press ENTER .
  4. After Microsoft Windows completes its bootup process, access the Display Properties and select a desired resolution, which is compatible to the connected monitor.

When i press the power button to turn off monitor, i get a power button lockout message. how do i unlock the power button

I did not see anything regarding to the Power locked out function, may be it's time to call HP. Please post back what you find out from HP.
I look at HP WEBSITE: http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01632269&tmp_track_link=ot_recdoc/c01643091/en_us/c01632269/loc:1&lc=en&dlc=en&cc=us&product=3770762

Locking OSD settings
When the OSD is locked, settings cannot be changed in the OSD menu. The OSD functionality is enabled or disabled by pressing the Menu button and holding it for 10 seconds. Upon disabling the OSD, an OSD Lock-out message is displayed for 10 seconds. When the OSD is locked and an OSD menu button is pressed, the OSD Lock-out message is displayed for an additional 10 seconds. When the OSD is locked, pressing the OSD menu button for 10 seconds unlocks the OSD and displays the main menu. Identifying monitor conditions
Special messages display on the monitor screen for the following monitor conditions:
  • Input Signal Out of Range : Indicates the monitor does not support the input signal because the resolution and/or refresh rate are set higher than the monitor supports. Recommended refresh rates are as follows:
    • For the w1858 monitor: 1366 x 768 @ 60 Hz.
    • For the w2338h monitor: 1920 x 1080 @ 60 Hz.

  • OSD Lock-out : When the OSD is locked, the warning message OSD Lock displays for 10 seconds.
  • No Input Signal : Indicates the monitor is not receiving a video signal from the computer on the monitor video input connector. Check whether the computer or input signal source is off or in the power-save mode.

Osd lockout? How do I get the on screen display unlocked?

OSD Lockout prevents changes being made to the monitor through the use of the front panel buttons. When the OSD is locked, pressing a button from front panel displays OSD Lock-out for about 10 seconds. You can quickly remove the OSD Lockout message by pressing a front panel button again. To unlock the OSD, press and hold the Menu button until the Main menu displays, about 10 seconds. To lock the OSD, press and hold the Menu button until an OSD-Lockout message displays, about 10 seconds.
