You can try to update the firmware manually by downloading the firmware from the Toshiba website and following the instructions for installation. If you are still having difficulty, you can contact Toshiba customer support for assistance.
The chances of the ballast failing are small on this model. Count how many times the Yellow light flashes before it pauses. Then google 57HM167 and the amount of blinks. ie " 57HM167 Yellow light flashes 3 times" That will tell you what you need to know. You can also post it here and we can help. I suspect you have a stuck fan(the fans are monitored to see if they are spinning. If not, they will not allow the TV to start up). Or you have the cover for the lamp not installed all the way. There is a switch that the lamp cover activates and the the TV will not turn on without it secured.
According to the support page the firmware update fixes the iTunes
issue with “The attempt to burn a disc failed. An unknown error
occurred (2131) when you tried to burn playlist to disc for blank CD-R
media. the region code error for DVD movie playback.
NOTE Please DO NOT USE THIS UPDATE FOR A TOSHIBA LAPTOP the computers
may have the same optical drive but the firmware updates may not be
identical and flashing with the wrong firmware may damage your drive”.
This isn’t just the Toshiba Equium A200 laptop getting an error of
2131, the other notebook’s manufacturers also established the source
of the problem and they have to provide a firmware update to download
and fix this problem. The best thing you can do is wait until Toshiba
provide a firmware update specifically for the TSST TS-L632H version
TO01 drive in your laptop.

ensure that LBA is enabled in the bios on the laptop and also read the manual for the laptop in terms of hard drive issues ( possibly contact toshiba )
There may also be a firmware update that may rectify the issue so I would check into updating the firmware - check there website for the correct firmware and read the read me.
It is VITAL that you get the correct one and that it does not power off whilst you are doing the firmware update otherwise it will kill your laptop.
