..Here is a forensic appendices to my last post. I have discarded my WestingHouse tv, but not before an examination of it's circuit board(s). I hope this post helps other with this issue. -I have found that the main power connector on the main PCB was burned up. + The fuses of the display back lamp inverter driver on the main PCB were not blown. + the audio amplifier and display driver was fine as previously mentioned. + The LCD display assembly, lamp inverter, and lamps itself seemed undamaged ( I saved this assembly ) I scrapped a few other small parts and many screws. :(

first of all, you need to be running these tests on a FAT16/32 bit machine running windows 95/98. second, right click on the device in my computer -> properties and at the top it will state the format:
File System: FAT32
The device always retains its factory settings/formatting until it is plugged into a computer, just by having it plugged in a .ini file is created and settings are stored in it, including file name, system and usually the format version.
If a user re-formats this device, they may have (assuming they excel in computers as i do...) the knowledge to edit these settings. Good luck
