ck that batteries are installed correctly and contacts are clean. Put the old batteries in, if it is not trying to charge them, sounds like the charger is bad.
if these are older headphones it's likely that the batteries have gone bad or are defective, if this is a new unit, (aside from returning it for working one) it could still be the batteries, but the other likely issue is the charging unit is defective. you could test with a volt meter to see if it's getting juice. you could also have a short in the headphones somewhere.
My Sennheiser HDR 140 headphones charge whenever you hang them on the charger. The charger will "trickle" charge them to keep the batteries fully charged. If you find when you use it the batteries discharge quickly it's time to replace them.
My batteries are about 2 years old and I still get about 8-10 hrs of use before needing to recharge
Since the port of your phone works as the charging port and headphone port, it means the charging i.c. is bad. Invariably, you have to change the charging i.c. of the phone by taking it to a technician since you cannot do it yourself. Alternatively i will advice you to buy a universal/desktop charge for you battery and suspend the use of your headphone till you fix the port.
Did you initially charge the batteries per the instructions? You must FULLY charge them for 16 hours, then let them TOTALLY discharge (without putting them back on the charger) and TOTALLY charge 3 more times. If you do not, you will lose life in the batteries.
