Generally, any horizontal or Vertical line appearing on the TV screen indicates a faulty circuit. The complex circuit boards can become faulty from age, overheating, or a power surge. usually with samsung tv's they use 10 volt capacitors on a 12 volt circuit board , most definatly one of the capacitors has bulged or popped on the power board if you do not know what a bulging capacitor looks like please google a pic of it then take the back of your tv and check the power board for bad capacitors

I doubt that moisture damaged the SMPS bd.
There are many circuit boards in your set and it will take a trained samsung tech to find the problem.
