I have a Maytag QuietSeries 400 and it's got a green light on beside a box with a 3 in it (where you choose your cycle) and I cannot change it to another (e.g. Normail Wash). When I try to press the start button I get an "L" in the display window. I have tried turning it off and leaving it for a half hour or so and then turn back on but the same issue persists. Any ideas?

Check latch mechanism for alignment. Often operation of machine loosens latch mechanism causing internal switch for "door open (or ajar)" preventing rinse or spin cycle. Opening and closing door presses latch mechanism closing internal switch allowing for continue processing to rinse or spin cycles.

My research indicates that this is a control board malfunction, but with so many different descriptions of failure, I am left confused.

Possible causes for your issue include:
Blown fuse

It would probably be best to have a professional pinpoint the exact defect.
