The radio is locked, this happens when power is lost. When the radio was purchased new it came with a security code, if you don't have that security code then you will need to contact Panasonic and ask if they can provide the code based on the radio serial number and model.

I dont know if there is a way to reset it... Look up the manual for the
CQVX100U on the internet, and see if there is a procedure... If not,
