Most laptops employ a Function key "Fn, F(Sub/superscript in Bold)"
First examine your keyboard looking for keys with symbols or words in a different color, this color should match the color of your function key.
If there are no other colors, then size should be your indicator. Keys like letters may have small numbers near them, this number is your Fn+ That key result.
Look for an icon like a radio tower, and Press and Hold Fun, Fn, F (depending on your situation) and hit that tower key.
You should see a result on the screen.
If this is a Dell Laptop check your QuickSet for "Always enable on battery" under your wireless/power-saving settings.
If you have no Fn key, and no Radio Tower icon in site, visually inspect the sides of the machine for a switch or button.
HP's generally have a button near an LED lens
IBM Dell and others have switches
(none of these are definite, simply a generality)
Lastly, check your BIOS/ Setup Menu for related Wireless/Networking/Communication settings, make sure to enable your wireless, regardless of power saving options.
(F1, F2, Esc, Delete, F12 Depending on the manufacturer )
