First, see if there is fire to the spark plug. If not, then that is the problem. If there is fire, try a shot of starting fluid in the carb. If it starts initially, then most likely the jets on the carbureator are clogged. You should remove the carb and clean/rebuild it.

what is the noise?

If there is a spark at the plugs ignition is fine, spraying starter in the intake should allow it to at least fire?? even if you had a carb / fuel issue. I would recommend a compression test and better still a leakdown test to determine if you have weak compression

What is the model? Chances are the carb needs cleaning or replaced.
