Locking your iPad requires entering a four-digit pin every time you turn on your device.
Step 1
Select the "Settings" icon from the home screen.
Step 2
Tap the "General" tab on the left side of the screen.

Hit "Passcode Lock" on the right side of the screen.
Step 4
Select the "Turn Passcode On" option at the top of the screen. You also can elect to change your password and when it is required.

Enter in a four-digit pin that will act as your password.

Select "Erase Data" if you would like extra security. This option will erase all data on your iPad if the incorrect password is entered 10 times in a row. You should carefully consider this option because it can be quite risky, especially if you tend to forget passwords.
There seems to be a software glitch. The best way to fix this is to backup your iPad on iTunes or iCloud first then restore your iPad to factory settings by:
Clicking on the 'Settings' Icon, then General > Reset.
