This sounds like a loose solder joint, or overheated component. I know this may sound like a **** question, but have you tried tapping the TV to see if it goes away? If it does, you will need a tech to re solder the loose component. I have also seen this type of line and color bleed problem, believe it or not from poor cabling or loose connections.
I hope not but: this is probably a failure from the screen or the electronic parts that control the videosignals. i think having a specialist or the tecnical service from vizio taking a look at it will be best and safest.
