If you mean you have Microsoft Office installed but not the icons to open it, go to start -> control panel -> add remove programs -> Microsoft Offce -> Change. This will bring up the microsoft office setup. Click repair and follow the prompts.
If you mean you cannot open word documents etc. because you do no have Microsoft Office, there is an excellent free office suite called OpenOffice which will give you all the tools necessary to open these files. This can be downloaded from www.openoffice.org

SOURCE: Trojans wont go away. Hijackthis SCAN help
Hello,
I've had VERY good luck by using this Kapersky Antivirus rescue. Here is a link to that, courtesy Brothersoft: http://www.brothersoft.com/kaspersky-rescue-disk-197959.html
Scroll down, it is a 102MB download.
Download this to a known clean machine and burn a CD. Once burned, put it in the infected machine and boot. It is a linux based OS Live CD, so it won't be infecting this disc. Live CD's are great, they take a little while to boot though.
Make sure you have an active internet connection as the program will update itself before scanning. If if says it won't mount the internal drive, choose Force Mount. In Settings, choose scan all files, set level to highest threat level.
This CD saved my **** and is now a permanent part of my CD collection!!!!!!!
After this finds the problems, download and install and run both Malwarebytes (full scan) and also Superantispyware (full scan). After those, download Avira-Free AV software.
By this time, you should have killed the beasties dead in their tracks!
Best Regards,
Tom

Apparently MS in their infinite wisdom decided that in vista they would take the power away from the user and remove the administrator from the equation.
So no matter how many thing your try in the user accounts you will not get full admin rights.
but here is a reg hack that worked for me real well. I am running windows vista home basic
Click Start and Run type in regedit and enter
your now at the registry editor.
click and expand HKEYLOCALMACHINE
go down and click SOFTWARE
click MICROSOFT
click WINDOWS
click CURRENTVERSION
click POLICIES
click SYSTEM
you will see the registry entries to the right
right click in the white area and select new DWORD
Name it "EnableLinkedConnections" and enter
Right Click on EnableLinkedConnections and choose MODIFY change the Data Value to "1"
Save and exit Registry Editor
Reboot your computer and try deleting the folder you wanted to again.
WARNING:
Using this reg edit you are changing your registry and could develop problems if you don't do it correctly. Be Warned and do some research prior if you need to understand registry editor.
