I assume the water valve you replaced is the fill valve located within the refigerator.
If so, I suggest that you check the saddle needle valve on your water supply pipe - (generally in the basement). It may have finally clogged up totally from calcium deposits.
Replacing it may resolve the problem. Even if it does not, you've spent less than 10 dollars on it and you've eliminated one of the possible causes.

Update from original poster: I just found another test online and jumpered V and L -- water filled the icemaker -- hooray! The valve I replaced does work (part #61005626) -- but icemaker still not working independently yet.
Could the tech have meant the other valve part# 61003783 which I think has now been changed to part# 12001892 by the manufacturer? He didn't give the part number just said the "icemaker water valve" so maybe I ordered the wrong one??
Seems icemaker doesn't "know" to fill up with water. Any other tests to try, parts that might need replaced, or if I need a new icemaker??
