Try this power reset. There should a power reset button near the charging port. It looks like a tiny hole. While plugged into the charger, use a paperclip to push the button inside this hole for 3-5 seconds. If it turns on, please allow it to charge for 4-6 hours before using it.

I also can't turn the phone on unless I go to Recovery and reboot the system that way.Does anyone know what this means? Thanks.
1.hold down the power key for 10 seconds to turn off the unit with nothing hooked to the unit (no ac/no usb/nothing)
2. hold the volume up key (+) and the power, once the screen starts to turn on release the keys.
3. NEXT you should get a robot laying down with a red triangle, push the power key one time. This will get you to the menu screen.
4. from here you chose the reset factory by using the volume down (-). Once you have that line highlighted press the power button.
5. next use the (-) key to get to yes to reset/reboot followed by the power key to chose the option.
6. tablet will come back on and be just like you got it from the store originally.
Hi there! Ignore the other answer, they're giving a generic Google search result. On the screen with the Android, press the power and both volume buttons all together in quick intervals until a new screen pops up. Use the volume keys to select Data Wipes/Factory Reset, then do the same for yes, then restart the tablet
here you go >>
The instructions are as follows:
1. Turn off the tablet fully and make sure you have some charge in it (at least 20%).
2. Hold down the volume up and power button for about 12-15 seconds until the first android logo comes up. When this happens, relase both buttons.
3. Now you're presented with an android face up and a red triangle. This next step varies with the OS version the tablet currenly carries. For 4.0.4 users, hitting the volume up button 5 times followed by the volume down once brings you to the revoery menu. For 4.1 users, once you're at this screen, you will need to restart the tablet by holding down to power button for a few seconds and letting go as soon as you see the screen go blank. Personally, this did the trick for the reset because pressing combinations of keys did not work. 4. once you're in the recovery menu, use the volume down button to scroll wipe data/factory reset and press the power button to select.
5. Confirm by selecting "yes-delete all user data" on the next screen and pressing the power button.
6. Once you receive the message "data wipe complete" you can now select "reboot system now." Your tablet will now restart and guide you through the setup as if it were the first time being used.

Hi. There is corrupt data on the Proscan 7. First of all if you have an SD card in the slot remove it and turn the Android on to see if it boots. If i does then you didn't have it inserted properly or its corrupt. If is still shows a Android laying down then follow the procedure below.
1. IF YOUR TABLET IS ON, POWER IT OFF.
2. PRESS AND HOLD POWER UNTIL THE DEVICE POWERS ON, THEN IMMEDIATELY
PRESS AND HOLD VOLUME DOWN (WHILE STILL PRESSING POWER). YOU WILL SEE
THE WORD START WITH AN ARROW DRAWN AROUND IT.
3. PRESS VOLUME DOWN TWICE TO DESIGNATE RECOVERY MODE.
4. PRESS POWER TO RESTART INTO RECOVERY MODE. YOU WILL SEE AN IMAGE OF
AN ANDROID ROBOT WITH A RED EXCLAMATION MARK.
5. WHILE HOLDING DOWN POWER, PRESS VOLUME UP.
6. USE THE VOLUME KEYS TO SCROLL TO "WIPE DATA/FACTORY RESET" AND PRESS
POWER TO SELECT IT.
7. SCROLL DOWN TO "YES - ERASE ALL USER DATA" AND PRESS POWER TO SELECT
IT.
