In my opinion you have a faulty power supply, replacing only the fan may not solve your problem. Try replacing the power supply.

Will not power up

This is a common problem with Emachine motherboards, the problem is the power supply is a best tech and allows voltage surges to the motherboard which fries it too. If available you usually have to replace both the power supply and motherboard. I do not know what exactly goes bad on the motherboard but I have replaced many emachine power supplies and motherboards. The motherboard kit which used to be available from Emachines included a power supply and no warranty if you didn't change the power supply. They knew they had a problem.

EMachines T3828 won't turn on. Any way to determine whether problem is power supply? thx!

Had the same problem and ended up replacing the PSU. Try re-seating the memory and video card first but if your not getting any power on beep codes then it is likely that the PSU and possibly the motherboard have failed (google emachines power supply failure).
Try a new PSU, it worked for me and was a fairly cheap fix if nothing else works.

Yes, any power supply will do as long as it fits in the case.

Either a regular power supply

or

a Micro power supply

They can be purchased online from Tigerdirect in any number of wattages.
