Why won't the set power up?

The red LED at the bottom of the TV is powered by the 5 volt standby circuit, if you don't have the light you don't have a 5 volt standby and without that the set is totally dead, no power going anywhere. Chances are a new power board will fix your set.

Samsung un40es6100f with no sound video or backlight. Would you agree this would be a main board issue?

Do you have a standby indicator in the front of the TV?..if you don't check the standby voltage, if its missing replace the power board, if you do test the PSON and see if its ok, if it is then its the power board if its not then the main. The PSON or it could be PWR-on as is the signal coming from the main board telling it to enable PFC and go to work basically, without that the set is dead but if you see that voltage then its a power board issue as the main is telling the set to come on

I have a bush tv its got sound but no picture

Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. Check the input voltage to LOT. If the voltage is absent check the feeder resistor; if any. If you wish to get some details; check the site linked here. Surf the site with patience. Stuck on standby

I'm a little confused here as without the 5 volt standby voltage the blue light won't come on, the TV will be dead like its not plugged in, are you sure you were on the right pin when you measured that? It almost sounds like your on the PSON or PWR-ON pin.

29pt5301/15 chassis GR2.4AA Dead only flashing red LED standby. 148V on transistor horizontal, and 38V on transistor vertical is ok.

Check the frequency at the base of the horizontal output transistor. It should be in betwen 15.5 to 15.7 KHz. If you want more details about service help, try any service help sites. There are so many can be at internet.
