Trying to turn on my computer and all it does is beep four times?
SOURCE: Four beeps wont turn on, Dell 4700
The four beeps usually indicate a memory problem and it won't pass it's Power On Self Test. Try reseating the memory sticks, or, if you have two of them, take one out and try to start the machine and then swap them.
If this doesn't solve the problem, you most likely have a bad motherboard.

Its the problem with the memory only. the memory u get from dell will noit suite ur pc. try changing the same type and speed memory

this is a BIOS problem (that's the software on your motherboard, in the computer rarther than the monitor). the 4 short beeps are an error code which you can look up on the dell support website.
i just searched for:
http://www.google.com/search?q=dell+vostro+200+bios+error+codes
and it found:
http://support.dell.com/support/edocs/systems/vos200/en/slim_tower/om_en/pdf/PK009A01.pdf
check page 80: beep codes
which will tell you that 4 beeps indidcate an error with your memory (RAM).

Disconnect all devices from the power supply EXCEPT the motherboard
Remove any extra cards including video etc.(plug monitor into the onboard)
If you hear any beeps these can indictate where the fault is.
either of these sites below will help you further with that

More beep codes
Power up the pc and see if the fans are working.
If not then double check the power connections to the board.
If you still have no fans it is time to suspect the power supply as the probable cause.
If the fans worked then you should have gotten a display which told you there was an error and offering you a chance to go into the BIOS. ignore it and shut down the PC.
Now connect one drive only and boot again.
Repeat that until you identify the component that is giving you a problem.
Once you find the problem then remove or disconnect and carry on with the rest to see if another component might also cause a problem
If there is only one problem device then you may want to investigate that device further, Unless you don't mind replacing it

The 4 beeps suggests a memory issue. If you open the case and pop the memory modules out and then reinsert them it may clear the problem. One way to check if an individual memory stick is bad is to reboot as you put them in one by one.
I hope this helps.
