On the hand wheel there is the lock that is used to stop and start the needle from being used. This is necessary for refilling the bobbin with thread. If the hand wheel doesn't make the needle work then you will need to do some minor adjustment.
1. On the hand wheel find a small screw and loosen it until it is just about ready to remove.
2. Now tighten the hand wheel.
3. Tighten the small screw again.
It should be ready to use now.

How do I wind the bobbin?

There are several ways. On most machines you put the empty bobbin on the spine over the bulk of the machine on the right hand side. Twist some threads around the bobbin to get started, then put the thread through the thread loop above the shuttle area on your left side. That keeps the tread tension right. There is a gear the clicks into the bobbin. You push that closed. You will have to release the clutch by turning the large wheel on your right hand side. Not hard to find and it usually is hand size. It is the one that goes around and around when you are sewing. Grasp it firmly and turn the top toward you. This will prevent the needle from going up and down when the thread is pulled onto the bobbin. Don't forget to tighten the large "wheel" when you are done.

If you take out the bobbin case and slide off the needle pate, you can inspect the bottom area for a thread jam. The black post that the bobbin case slides onto is called the thread hook. It should have a loose feel to it when you gently move it around, it should not have a "solid feel".

Another area that sometimes wraps the thread is the take up lever area.
(the lever that moves really fast up and down as the machine is sewing)
If the lever has been pushed to the left, it's possible the thread has wrapped up in that area.

If those two areas are o.k. you'll need to take it in for service.
